This document compiles general information and answers common questions regarding the supplemental vehicle insurance that USA Cycling offers to promoters of bicycle races.  For information about all insurance questions, go to the USA Cycling site directly:  http://www.usacycling.org/usa-cycling-insurance-programs.htm

A.    General Description of Insurance
USA Cycling provides the opportunity for you to obtain two types of insurance for vehicles used in a cycling event.  This insurance is important to an organizer who is planning to have motorcycles or cars as part of his or her event, as they are intended to provide secondary coverage to the organizer and the drivers (officials/marshals) for liability from accidents involving the vehicles. This insurance will also provide coverage for the owner of the vehicle as long as the owner is driving the vehicle as an official or marshal during the race and has primary liability insurance o­n the vehicle.

Please note that the insurance coverage is a transaction that takes place directly between the promoter and USA Cycling. The insurance paperwork is not part of the permit package that MABRA assembles. The number of cars and motors required to safely run an event is decided by the Chief Referee and promoter.  It is incumbent o­n the promoter to see that all necessary insurance paperwork has been submitted and approved.  The promoter can obtain assistance from the permit coordinators and officials, but must produce this paperwork o­n their own and get it to USA Cycling with sufficient time for processing.

B.     Location of Forms for Requesting Insurance
The application forms for each type can be downloaded off of the USA Cycling website.

The first coverage is for non-owned/hired auto liability insurance.

C.   
Who Must Purchase the Insurance
If motor vehicles are needed for the safe conduct of the race, MABRA requires the insurance. Failing to procure the insurance likely will lead to cancellation of the event o­n race day. 

D.    Timeline for Insurance Submittal
Because USA Cycling is now doing background checks o­n drivers, submittal of the necessary paperwork must take place a minimum of 14 days prior to the event to ensure sufficient processing time. O­nce you have been cleared, you are cleared for 30 days, so you should be able to do multiple events in that time period. Susan Diller at USA Cycling has indicated that o­nce someone has been cleared through the driver’s background check, they will not be checked again this year, so the lead time in re-filing paperwork is reduced.  However, promoters should not depend o­n this.  If a given driver is outside the 30 day window, promoters are encouraged to re-submit the driver clearance form.  There is no charge for this form.

Please note that this section primarily applies to auto drivers. Motorcycle marshals and referees are frequent registrants so their information should be o­n file and they should generally be pre-cleared. Jim Patton will coordinate the motor refs to be sure their information is o­n file.  Promoters will generally not have the luxury of using pre-cleared drivers so timely submission of the paperwork is critically important.

E.     Required Information
For motorcycle insurance, ask your Chief Referee to arrange to get the details for the motor crew that will work your race. Please check the respective forms for the exact data and signatures required.  At a minimum, the basic information for each form is listed below:

  1. Driver Information:
    Applicant Name, Current Address Street, Current Address State, Date of Birth, Driver’s License #, Issuing State of License, Social Security Number.
  2. Vehicle Information:
    Vehicle Year, Vehicle Make, Vehicle Model, VIN #, Auto Insurer, Driver’s Full Name, DOB, Vehicle License #, Insurer Limits, Policy Dates.

F.    
Multi-day Events
The insurance purchased through this program is good for a single event.  If the event is a multi-day event, the insurance is good for up to 10 consecutive racing days.  If you run a series race, and the days are not consecutive (e.g. Greenbelt, Tradezone) you must submit separate insurance paperwork for each day of racing.

G.    Insurance Costs
The cost for the motorcycle insurance is $100 per motorcycle for the first five motorcycles and $50 per motorcycle for all motorcycles after the first five.  The cost for the automobile insurance is $25 for each car/driver combination. As an example, if you plan to use two pace cars and want two drivers for each car throughout the day, that would represent 4 driver/car combinations and your fee would be $100.

Because MABRA requires promoters to purchase this vehicle insurance, MABRA has a policy of reimbursing half the cost of the insurance incurred by promoters.  Either the Promotor or the Event Coordinator at USA Cycling will send receipts for the insurance costs to the MABRA Treasurer who will then be responsible for providing the reimbursement to each promoter.

H.    Coverage
All insurance provided by USA Cycling is secondary insurance by its very nature.  It is assumed that you are not driving vehicles without the minimum state required primary insurance and it is recommended that you carry liability limits of $300,000 or more.  The insurance provided by USA Cycling is in excess of that primary insurance.  The hired/non-owned insurance through USA Cycling is meant to increase your limits by giving you an additional $1 million in coverage.  It is also meant to help calm fears since a lot of personal vehicle insurance companies will not put in writing that the use of a motorcycle or auto during a bicycle race is not considered part of the normal exclusion related to races or other contests of speed.
